Oh, that's pretty. I was a little disappointed to see that she used special paper punches, but something similar could be done without them. Just cutting and rolling paper into cones is simple enough, and adding a frill or edging shouldn't be too hard. The center is the only thing I am not sure about. Maybe just find a good picture and cut it out to fit?
